Why Taylorsville drops two feet and Buckhorn drops twenty-five

Eight Corps lakes, one calendar, a twelve-fold spread in how far the water goes. The published schedule, what it does to shallow water, and the one number nobody publishes.

Anglers talk about "the fall drawdown" like it's one event. It isn't. Across the eight Corps of Engineers lakes in Kentucky's Louisville District, the published seasonal drop ranges from 2 feet at Taylorsville to 25 feet at Buckhorn — a twelve-fold spread, same agency, same calendar, same autumn.

If you fish Taylorsville and Nolin in the same season, you are not managing one phenomenon with two intensities. You are managing two entirely different things: one lake that shrugs, and one that becomes a materially different body of water for six weeks.

Here is the schedule, and then what it actually changes.

The published schedule

Every figure below comes from the Louisville District's own fill and drawdown table. Elevations are feet above mean sea level.

* Rough River is operating under a temporary restriction. Its normal authorized summer pool is 495 ft; the Corps is targeting 490 for the duration of the Rough River Dam Safety Modification Project. More on that below.

Nothing happens before October 15

The most useful thing in that table is the column most people would skim past.

Five of the eight lakes take a half-foot step down between September 15 and October 14. Barren River takes a full foot. That is the entire September program. On a lake with a 24-foot annual swing, a 1-foot step is not a pattern change — it is inside the range that a week of rain moves the pool anyway.

Then on October 15, the real drawdown starts, and it runs to a December 1 target. That is a 47-day window in which Buckhorn sheds 24.5 feet and Barren River sheds 23.

Working that out to a daily average — my arithmetic, not a Corps-published rate, because the Corps publishes endpoints rather than rates:

Half a foot a day, every day, for six and a half weeks. That is the number worth sitting with. On the big-drop lakes, a fish that sets up on a contour in the morning is on the wrong contour by the weekend.

Note also where Taylorsville lands. Its rate — 0.13 ft/day — is ordinary, effectively the same as Cave Run's. What makes Taylorsville different is duration: it holds summer pool through the entire fall, then does its whole modest two feet in the back half of November. Taylorsville is the only lake on this list where October fishing happens at full summer pool. For a kayak angler who wants stable water and stable fish through the best month of the year, that is not a small detail.

Feet are the wrong unit

A 6-foot drop sounds gentle next to a 24-foot drop. Measured in the thing that actually matters to you — shallow water — it may not be.

The Corps publishes surface acreage at both pools for two of these lakes:

Two different lakes in two different watersheds, and they lose surface area at almost exactly the same rate: about 1.75% of the lake per foot across the first six or seven feet off summer pool.

That convergence is worth a second look, and here I am reasoning rather than reporting. Surface area is lost fastest where the ground is flattest, and on a reservoir the flattest ground is at the top — the broad shallow shelves, the backs of the coves, the flooded flats at the head of every creek arm. Those are the first things to go. As the pool keeps dropping into the old river channel, the basin walls steepen and each additional foot costs proportionally less area.

Which inverts the intuition. The first six feet off summer pool are the expensive ones. Cave Run's "gentle" 6-foot drawdown takes better than a tenth of the lake — and it takes it from precisely the water you were fishing in October. Barren River's 24 feet removes vastly more water in absolute terms, but the back half of that drop is carving down through a channel that was never shallow habitat to begin with.

Do not extrapolate the 1.75% figure out to a 24-foot drawdown. It will not hold, and it will overstate the loss. Take from it the narrower and more useful point: the early feet cost the most shallow water, and every one of these lakes takes its early feet in the same six-week window.

The upper ends go back to being creeks

This is the part that should interest anyone who launches a kayak, and it is the part no lake-level report will tell you.

When Nolin drops 23 feet, the lower lake is still a lake. The upper end is not. The Nolin River arm above the lake proper reverts toward what it was before the reservoir was impounded in March 1963 — a river with defined banks, moving water, riffle-and-pool structure, and gravel. Same story on the Barren above the lake, the Rough above the lake, and the Green above Green River Lake, each in proportion to its drop.

For a boat angler that is a loss of navigable water and a reason to stay near the dam. For a creek-minded paddler it is the opposite: six weeks a year when a stretch of flooded river turns back into fishable river, with concentrated fish and no jet-ski traffic. Cold, low, clear, and technical — but river.

Two cautions, because this is inference from hydrology and not a report from the water:

  • Access is the constraint, not the fishing. Upper-end ramps are built for summer pool. When the water walks away from them, a ramp becomes a long carry over whatever the lake left behind, which at the head of a Kentucky reservoir is usually silt with the structural integrity of wet drywall. Scout on foot before you commit a loaded boat.
  • Wood moves. A falling pool re-floats and re-deposits timber that has been parked since spring. Water you read confidently in July is not the water you are reading in November.

The tailwaters run all fall

The other side of the ledger, and it is straightforward: that water does not evaporate. Twenty-odd feet of storage leaving a reservoir over six weeks leaves through the dam.

That means sustained autumn discharge in the tailwaters below Barren, Nolin, Rough River and Buckhorn through the back half of October and most of November. Anyone who has only fished those tailwaters in the flat, low conditions of late summer is fishing a different river in November.

I am reasoning from the volume, not from a published release schedule — the Corps publishes pool targets, not fall discharge tables. Check the USGS gauge for your tailwater before you go, and check it the morning of, not the night before.

Ramps: the number nobody publishes

Here is the honest gap, and it is a big one.

The Louisville District does not publish the pool elevation at which any given boat ramp becomes unusable. Not for Cave Run, not for Barren, not for any of the eight. I looked hard.

This is not universal Corps practice. Mobile District publishes boat ramp elevations for Allatoona as a spreadsheet. Savannah District publishes a table for Hartwell with a column headed, more or less verbatim, "approximate lake elevation when ramp becomes unusable." Louisville District publishes lake stage and nothing that maps stage to access. What it does instead is post ad-hoc updates on individual lake Facebook pages when a specific ramp gets marginal — useful, but episodic, unindexed, and impossible to plan around in August.

So until someone builds that table, the answer is a phone call. These are the numbers, verified against Corps listings:

Call the information line where one exists. Ask about your specific ramp, by name, at the elevation the lake is expected to hit the week you want to go.

Rough River is running its own schedule

Rough River is the exception on this list and will be for years.

The Corps is targeting a summer pool of 490 ft — five feet below the normal authorized 495 — and holds that restriction until the Rough River Dam Safety Modification Project is complete. The Corps has described the relevant construction phase as running approximately six to eight years. The spring fill has also been pushed back roughly two weeks, from a March 15 start to April 1.

Practically: Rough River's summers are running five feet low, its fall drawdown is 20 feet rather than 25, and its winter pool target is unchanged at 470. If you are reading an older guide, a lake map, or a forum post that assumes 495, it is describing a lake that will not exist again for some years.

What we don't know yet

Where we cannot verify something, we say so. Five things on this page are genuinely open.

1. The schedule we published is labeled 2024. The Louisville District's fill and drawdown page is titled "Louisville District Reservoirs 2024 Proposed Fill and Drawdown Schedules," and the word proposed is theirs. We could find no 2025 or 2026 replacement published anywhere on a Corps domain. The page still carries a banner announcing the site would be decommissioned in July 2024, which it evidently was not. Our read is that the district stopped refreshing the annual page rather than that the operating schedule changed — the dates match the per-lake calendars still posted on individual lake pages — but we cannot prove that. Treat these as the most recent published figures, not as a commitment for this year. Confirm against the daily lake report or a phone call before a trip you care about.

2. Ramp cutoff elevations. Not published. Status pending, and likely to stay pending unless someone measures them.

3. Surface acreage at winter pool for six of the eight lakes. Only Cave Run and Green River publish both figures. The rest: status pending. This is why the 1.75%-per-foot finding above is drawn from two lakes rather than eight.

4. The vertical datum. Every source says "msl" or "mean sea level." None we found specifies NGVD29 versus NAVD88. For comparing a Corps target against a USGS gauge reading, that difference is real, and it is unstated.

5. Rough River's restriction end date. "Six to eight years" for the construction phase is the Corps' own framing. There is no published date.

We have deliberately not put current pool elevations on this page. A live elevation is wrong the day after it is written, and a stale number presented as current is worse than no number at all. Check the gauge yourself — the links are below.
