The Water That Closes on 15 October and 1 November

Six wildlife management areas shut ground and water to the public on 15 October. On 1 November, Honker and Fulton bays on Lake Barkley, the backs of Smith and Duncan bays on Kentucky Lake and several Land Between the Lakes lakes follow. The rule sits in a hunting regulation most anglers never open. This is every closure we found in it that touches fishable water, and what stays open.

On 15 October, six Kentucky wildlife management areas closed some or all of their ground and water to the public, anglers included, and they stay closed through 15 March. On 1 November the bigger water follows: Honker Bay and Fulton Bay on Lake Barkley, a four-and-a-half-mile strip of Barkley's west side, the backs of Smith and Duncan bays on Kentucky Lake, and a handful of inland lakes in Land Between the Lakes.

The rule is 301 KAR 2:222, and its title is Waterfowl hunting requirements on public lands. That title is the problem. It closes water to people who have never bought a duck stamp, and it does so in a document they have no reason to read. When we read the Kentucky Fishing and Boating Guide's special regulations for the first draft of this article, we found one of these closures there. The rest you find out about from a buoy.

Here is the whole list, what each source says is actually closed, and the parts that stay open.

The calendar

Dates are from the regulation unless the last column says otherwise. "Closed through 15 March" means the first open day is 16 March.

The Ballard, Swan Lake, Sauerheber, Jenny Hole and Boatwright closures each carry the same exception: "persons participating in department-managed activities." We read that as the department's own managed hunts. It does not read as a fishing trip.

By our count of the calendar, the 15 October closures run 152 days this season and the 1 November closures 135. Call it five months.

Lake Barkley: two refuges, two reopening dates

The regulation's Barkley entry just says the refuge areas "shall be closed." KDFWR's own waterfowl public-lands page says what that means: the refuges are "closed to all hunting, fishing, boating" and to disturbing wildlife. Neither document offers an angler exception.

Refuge one is the area west of the Cumberland River channel, "as marked by buoys," from river mile 51 at Hayes Landing Light south to the TVA power transmission lines at river mile 55.5. Closed 1 November through 15 February.

Refuge two is Honker Bay and Fulton Bay, "as marked by buoys and signs." Closed 1 November through 15 March.

Three things follow, and this part is our reasoning rather than anything KDFWR states.

First, the dates are different. The mile-51 strip reopens on 16 February, a month before the bays do. If your late-winter plan involves the water west of the channel between those markers, you get four weeks there that you do not get in Honker or Fulton.

Second, the wording is "west of the channel." The marked navigation channel and everything east of it are outside the description. Running through on the channel is not entering the refuge; drifting off the west edge of it is.

Third, the two sources draw Honker and Fulton slightly differently. The regulation says the area "within" the two bays as buoyed. KDFWR's page describes "the area west of a line from the north point of the mouth of Fulton Bay to the south point of the mouth of Honker Bay," which reads as both bays plus the water between their mouths. On the lake, the buoy line is the answer. Fish to it, not past it.

Two other Barkley restrictions are hunting-only and do not close water to anglers. The regulation bans hunting on or within 200 yards of Duck Island from 15 October through 15 March. KDFWR's page describes the same dates and distance for the leveed area between river miles 68.4 and 70.4, and says in so many words that "boating is allowed" there. The fact that they bother to say so tells you how to read the two places where they do not.

KDFWR's separate area record for Lake Barkley WMA, which our Barkley guide quotes, reads differently. It lists "Fishing, boating and other water-related sports" among the area's uses, says in one line that the "North Island Refuge is closed Nov. 1-Feb. 15" and in another that "the North Refuge is closed Nov. 1 - March 15," and gives no river miles. It does not say which water its refuges cover, so we cannot tie its North Island Refuge to the regulation's mile-51 strip, and its activity list does not say the refuges are open to boats. For the two refuges above we follow the regulation's dates and the waterfowl page's "closed to all hunting, fishing, boating."

Honker and Fulton bays are on the Land Between the Lakes shore, and Land Between the Lakes lists both among its own refuges. Our Lake Barkley guide has the rest of the lake.

Kentucky Lake and Land Between the Lakes: the back of the bay

The Kentucky regulation names three closures under Land Between the Lakes, 1 November through 15 March:

  • Long Creek Pond
  • The eastern one-third of Smith Bay, as marked by buoys
  • The eastern two-thirds of Duncan Bay, as marked by buoys

Land Between the Lakes sits on the east shore of Kentucky Lake, so its bays open west onto the main lake. The eastern portion of each is therefore the back of the bay. That is reasoning from the map, not a quoted statement, but it means the practical shape of the rule is this: the mouth and outer two-thirds of Smith Bay stay open, the outer third of Duncan Bay stays open, and the backs of both are off limits. KDFWR adds that the closed portions are "closed to all activity."

The Forest Service's own list for Land Between the Lakes is longer than Kentucky's, because it includes inland lakes and Tennessee water. A 2022 Land Between the Lakes news release counted nine refuges closed to human entry and to all activities, hunting, fishing and boating included, with the closed areas marked by buoys or signs. The current refuge page names the same set:

  • Portions of Duncan Bay, Smith Bay and Rushing Bay on Kentucky Lake
  • Fulton Bay and Honker Bay on Lake Barkley
  • The western third of Energy Lake
  • Duncan Lake
  • Long Creek Refuge, at the back of Elbow Bay
  • Hematite Lake and Honker Lake, "closed to fishing and boating; trails open"

Of the bays on that list, Rushing Bay is the one not in the Kentucky regulation. Tennessee's wildlife agency covers it on its own Land Between the Lakes page, which refused our requests on 15 October; how much of Rushing Bay closes, and on which dates, is Status pending here.

What stays open, per the same Land Between the Lakes page: the eastern two-thirds of Energy Lake and all of Bards Lake remain open to fishing. For anyone who paddles the inland lakes in the cold months, that sentence is the useful one. Hematite and Honker come off the list for the winter; Energy mostly does not.

Our Kentucky Lake guide has the rest of the lake.

The 15 October group

These closed first, on 15 October, and several of them closed completely.

Ballard WMA (Ballard County). The whole area is closed to the public from 15 October. KDFWR's area map names the fishing lakes on it, Mitchell, Castor, Big Turner, Shelby and Butler among them, and an area-wide closure takes all of them with it. A separate clause in the regulation bars the public from entering Ballard by boat "for any purpose" during high water or flood, whatever the date.

Boatwright WMA, Swan Lake Unit. Closed to the public from 15 October; KDFWR's map notes a designated observation area as the exception. From 1 December through 31 January the regulation closes all of Boatwright to boats, not just Swan Lake.

Peabody WMA (Hopkins, Muhlenberg and Ohio counties). The Sinclair Mine area and the Ken area close to the public, "as posted by signs." KDFWR's waterfowl page places Goose Lake inside the Sinclair boundary ("including Goose Lake") and Island and South lakes inside the Ken boundary ("including Island and South lakes"), and KDFWR's access listing for the Goose Lake fishing jetty says it plainly: "Waterfowl Refuge: Closed to fishing from October 15 through March 15." So the last fishing day on those three lakes was Wednesday 14 October, the first open day is Tuesday 16 March, and the posted signs mark the edge of it. When we read the Fishing and Boating Guide for the first draft, this was the one closure it spelled out for anglers, with Peabody's other lakes open year-round; its PDF would not load for our final check, so that wording is Status pending. Anyone 16 or older on the area needs a Peabody user permit or a group event permit (301 KAR 3:013). The fee regulation, 301 KAR 5:022, sets the permit at "fifteen (15) dollars"; KDFWR's fee page listed it at $15.86 on 15 October 2026.

Yellowbank WMA (Breckinridge County, about 60 miles west of Louisville by KDFWR's description). The regulation closes "the area designated by a sign and painted boundary marker." KDFWR's area page attaches the closure to the 125-acre waterfowl impoundment. The same page describes stocked ponds and 3.5 miles of Ohio River frontage separately, and nothing we read closes those.

Lake Cumberland WMA (Pulaski County). Two tracts close to the public: Wesley Bend, "bounded by Fishing Creek, Beech Grove Road, and Fishing Creek Road," and Yellowhole, "bounded by Fishing Creek Road and Hickory Nut Road." KDFWR's waterfowl page is more exact about the first: Wesley Bend is bounded "to the north, west and south by Fishing Creek." That is a creek bend with water on three sides and the closure on the inside of it. We take both to be land tracts, so what closes is the bank, not the creek or lake surface, but that is our reading of a boundary description and not something KDFWR states. See the open questions below. The rest of Lake Cumberland is untouched by this regulation.

Stewart Island (Ohio River Islands WMA). The island is closed to public access; KDFWR's waterfowl page adds an exception "for October muzzleloader season." The same entry bans hunting on the Kentucky portion of the Ohio from Smithland Lock and Dam upstream to the power line crossing near river mile 911.5. That clause is about hunting. Nothing in it closes the river to a boat or a line.

Sloughs WMA (Henderson and Union counties) follows on 1 November, when the Sauerheber Unit closes to the public, and again on Thanksgiving Day, when the Jenny Hole Unit closes to boats through 31 January.

What does not close

For the central Kentucky lakes this site covers most closely, the answer is nothing.

Taylorsville Lake WMA and Green River Lake WMA both appear in 301 KAR 2:222, but only for hunters: shooting hours end at 2 p.m., and nobody may enter a hunting area before 4 a.m. Barren River Lake WMA and the Cave Run Lake shoreline of Pioneer Weapons WMA appear only for which firearms a waterfowl hunter may carry. We found no closure language in the regulation for any of them, or for Rough River or Nolin River lakes.

The useful inference, and it is only that: on Taylorsville and Green River, shooting stops at 2 p.m. by rule. If you would rather not share a cove with a decoy spread once waterfowl season is open, the afternoon is the quiet half of the day.

Why this one gets missed

The fishing guide's special regulations are where an angler checks a lake before a trip. When we read them for the first draft, the Barkley and Kentucky lakes entry listed size limits and said nothing about closed bays. We found no entry there for Ballard or Boatwright. Peabody is the exception.

So the closures live in three places an angler does not normally look: an administrative regulation filed under hunting, a KDFWR page titled for waterfowl public-land hunts, and a Land Between the Lakes alert page. Then they live on the water, as a line of buoys across a bay that was open the week before.

None of this is hidden. It is just filed under somebody else's season.

Planning around it

  • Last open days: the first group closed after Wednesday 14 October. Saturday 31 October is the last open day for Barkley, Kentucky Lake and Land Between the Lakes.
  • First open days: Tuesday 16 February for the Barkley mile-51 strip; Tuesday 16 March for everything else on the list.
  • On the big lakes the closure is partial. Smith and Duncan bays lose their backs, not their mouths. Barkley loses two bays and one stretch west of the channel, not the channel.
  • The buoy line is the boundary. We found no published coordinates for it. A chart plotter will not argue your case.
  • At Peabody the closure is Goose, Island and South lakes, inside the posted Sinclair and Ken areas. Anyone 16 or older on the area needs the user permit.

What we don't know yet

1. Land Between the Lakes had not posted this season's closure when we checked on 15 October 2026. Its refuge page still describes the closure that ran "November 1, 2025 through March 15, 2026" and says refuges "are open March 16, 2026 – October 31, 2026." We read that as a 1 November 2026 closing, which matches the Kentucky regulation for the three areas it names. The inland-lake dates for 2026–27 are that inference, not a posted notice.

2. Where the buoy lines sit. No coordinates are published for any of the buoyed refuges, and the regulation and KDFWR's page describe the Honker and Fulton boundary differently. Status pending until someone publishes a map.

3. Which Lake Cumberland bank goes with the tracts. KDFWR's Lake Cumberland WMA map did not mark Wesley Bend or Yellowhole when we read it for the first draft, and it would not load for our final check. We could not confirm which bank-access points on Fishing Creek, if any, fall inside the closed tracts, or whether the posted boundary reaches the water. Status pending.

4. A proposed amendment is in the pipeline. An amendment to 301 KAR 2:222 was filed on 15 June 2026, with written comments accepted through 31 August 2026. We read the marked-up text: every closure date and place name above is unchanged in it, and its edits concern hunt procedures and a few added areas with shooting-hour rules. On 15 October 2026 the legislature's page still marked it "PROPOSED" and "not yet current," with a public hearing scheduled for 28 August 2026 and no effective date shown. The current text remains the version effective 20 July 2023. If it is adopted in a different form, this page will need a second look.

5. KDFWR's waterfowl public-lands page shows its age. It still carries a "new for the 2023-24 hunting season" label. Where it and the regulation overlap they agree on dates, so we have leaned on the regulation for dates and on the page only for what "closed" covers on Barkley. KDFWR's Lake Barkley WMA area record gives its North Island Refuge two different end dates, 15 February and 15 March, and no location; until KDFWR reconciles them, the regulation's 15 February for the mile-51 strip is the date we print.

6. Federal refuges and Tennessee water are outside this list. We did not check national wildlife refuge closures or Tennessee's side of either lake, and Tennessee's page for Rushing Bay refused our requests. They set their own.

7. The fishing guide could not be re-read for release. Its PDF would not load on 15 October 2026. What this page says the guide does and does not carry comes from our reading of its special-regulations entries for the first draft, and is Status pending until we read the guide again. Every closure date above rests on the regulation and KDFWR's pages, not on the guide.
