Lake Cumberland · Pool, Access & Regulations

Pick your road before you pick your ramp

The Lake Cumberland lake level, the launches and the rules, filed by road. The lake is 101 miles long with 1,255 miles of shoreline, and the ramp across the water from you is usually another county and another afternoon by road. So this guide is not organised by compass. It is organised by the six roads people actually arrive on — US 27, KY 80, KY 196, US 127 and the two spokes out of Monticello — and every one of the sixty-two KDFWR launches is filed under the road that reaches it. The pool runs 700 to 723 feet and there is no USGS gauge to read; both of those are explained first.

50,250 acres of Cumberland River behind a 258-foot dam in Russell County, the largest Corps of Engineers reservoir east of the Mississippi and, by the Corps’ own count, ninth in size in the United States. Striped bass with a 22-inch minimum and a creel of two, walleye at 14 inches, an 18-inch smallmouth rule, and a shoreline that is a 38,788-acre wildlife management area from end to end. The Cumberland River trout tailwater below the dam is a different water with different rules and gets its own page.

Lake Cumberland. The dam is placed from the USGS site position; every marina, Corps lake campground and state-park ramp shown is placed from KDFWR’s published coordinates. The other forty-odd launches are on the six corridor cards, each of which carries every launch on its road. Shoreline, arms, roads and land shading are schematic — the real outline is a river that has been flooded into a thousand coves, and the map does not claim otherwise.

The lake in one paragraph

Wolf Creek Dam is a Nashville District project on the Cumberland River in the western part of Russell County, authorised by the Flood Control Act of 1938 and the Rivers and Harbor Act of 1946, started in August 1941, delayed three years by the war, and completed for full beneficial use in August 1952. The dam is concrete-gravity and earthfill, 258 feet high and 5,736 feet long — 1,796 feet of concrete and 3,940 feet of earth embankment — with ten 50-by-37-foot radial spillway gates and six generating units rated at 270,000 kilowatts. Behind it the lake is 101 miles long, backs into Russell, Wayne, Pulaski and Clinton counties, and by KDFWR’s definition ends at Cumberland Falls on the Cumberland, Devil’s Jump on the Big South Fork, the Narrows of the Rockcastle and Laurel River Lake Dam on the Laurel. The Corps runs the dam, five campgrounds and the day-use areas from the Resource Manager’s office on Boat Dock Road in Somerset; KDFWR overlays the whole Corps shoreline as Lake Cumberland WMA; two state parks and ten commercial marinas sit on it. The thing that makes this lake different from every other water on this site is not the fish. It is that no single road reaches more than a fraction of it.

On the acreage. The Corps’ engineering page gives 50,250 acres at summer pool (el. 723) and 63,530 at flood pool (el. 760), and KDFWR’s 2026 Fishing Forecast uses 50,250. KDFWR’s waterbody database record says 47,688; the Corps division recreation page says 65,530 at maximum pool; the state-park reservation page says “more than 52,000”. We print 50,250 at summer pool with the Nashville District as the source and note the others rather than pretend they are not there. Shoreline: two Corps pages say 1,255 miles; the state park page says 1,225. We print 1,255.

The pool year, and where to read it

The Nashville District states the operation in one sentence: “The typical operation of Wolf Creek Dam allows the lake to fill from elevation 700 to 723 feet by mid-May.” Winter pool is 700, summer pool 723, and the flood-control pool “spans elevations 723 to 760 feet.” That is a 23-foot normal swing — nearly four times Cave Run’s — and the Corps does not publish a dated fill-and-drawdown table for this lake the way the Louisville District does for its projects. What it publishes is the operating statement above and the live project data.

Elevation (USACE)What it isSurface
760 ftTop of flood-control pool63,530 acres
723 ftSummer pool · maximum power pool · “by mid-May”50,250 acres
700 ftNormal winter pool (2019 operating statement)—
673 ftMinimum power pool — the project floor, not a seasonal target35,820 acres

Those are targets and limits. The pool of record is 756.52 feet, set on 26 February 2019. The Nashville District’s release of 27 February 2019 (republished by DVIDS, read 1 November 2026) states it: “Lake Cumberland reached elevation 756.52 feet 5 a.m., Tuesday, which is the new pool of record,” and “The previous pool of record of 751.69 feet stood since May 1984.” The same release puts the discharge at 59,880 cubic feet per second at 8 a.m. that day, “also a record for discharge from Wolf Creek Dam”; the District’s 15 and 22 February releases had given 40,000 cfs in January 1974 as the largest release from the dam, and the 22 February release, with the lake at 748.26 feet, announced a planned step to 45,000 cfs that the 27 February figure then passed. Before 2019 the lake had passed 745 feet twice, 747.12 in April 1962 and the 1984 record, by the District’s 20 February 2019 count. Every one of those figures is the Nashville District’s, and the datum is the one thing the District does not state: its pages say “feet above sea level” and never NGVD29 or NAVD88, so we print elevations as USACE feet with no datum label. Status pending.

There is no USGS gauge to read. USGS site 03413500, Lake Cumberland near Jamestown, exists and has a position, but on 10 September 2026 both its monitoring-location page and its inventory page reported “0 data types available” — no continuous, daily or field data, and no lake-elevation series. Do not go looking for parameter 62614 here the way you would at Cave Run; it is not being served. The live pool, outflow and generation schedule come from the Nashville District Water Management site and the Corps’ water.usace.army.mil application, both linked under “Check it yourself”. If USGS ever resumes the site, the lake-elevation parameter is 62614, not 00065. We print a link, never a level.
What the alert watches. This page still prints no level, but this site’s daily watcher reads the pool series (Elev-Pool) on the Corps’ water-management record for Wolf Creek Dam, location wlck2, and emails Lake Cumberland subscribers only when the reading moves from one of these bands into another and holds there for two daily checks in a row: below the minimum power pool (672.5 feet and under), below winter pool (over 672.5 to 699.5), at winter pool (over 699.5 to 702.0), between winter and summer pool (over 702.0 to 722.0), at summer pool (over 722.0 to 724.0), above summer pool (over 724.0 to 760.0) and above the flood-control pool (over 760.0). The anchors are the four figures in the table above: 723, 700, 760 and 673. The Corps’ water-management record (read 29 October 2026; its own datum field says NGVD29, which the District’s pages do not) labels 723 “Top of Power” and “Spillway Crest”, 760 “Top of Flood” and 673 “Bottom of Power”; 700 is the operating statement quoted above, from the District’s release of 15 February 2019. The half-foot, two-foot and one-foot margins are ours, the same kind the Cave Run alert uses, so a lake sitting on its target does not email you every time it wobbles. Above summer pool the one upper edge is the top of the flood-control pool, the next level the Corps record lists above it. The email prints the reading’s time on Eastern time.

What twenty-three feet does here

A 23-foot drawdown on a river reservoir does not empty coves so much as it pulls the lake back into the river channel and leaves the creek-arm ramps high. KDFWR’s access records say which ones, in the agency’s own words. Farmers Mill on Greasy Creek: “ramp seasonal use only during high lake elevations.” Campbells Landing on the Wolf Creek arm: “Ramp accessible during high water only.” The Wolf Creek Marina ramp: “ramp accessible during high water elevations.” Fire Trail on Otter Creek: “accessible during high water.” Rowena north bank: “ramp accommodations of light recreational boats only during high water; carry down available at all times; 4 WD recommended if trailering boat.” Carter Point at Bunkum: “4 WD during low water.” With winter pool 23 feet under summer pool, treat all six as summer-pool launches, and every unpaved ramp on the list — there are twelve — as a look-before-you-back proposition after the lake starts down.

Reasoning, not measurement. The Corps does not publish a date the drawdown starts, only that the lake refills to 723 by mid-May. Generation is what moves the water in the other direction, and the generation schedule is published daily. So the honest way to time a fall trip here is not a calendar; it is the Water Management page the night before. That is how a hydropower reservoir behaves, not a survey of this one.

Ramps and the published low-water figures

Every launch on the page, in corridor order, against what the agencies publish about it and the water. The short answer for this lake: no agency we could read publishes a minimum elevation for any ramp on Lake Cumberland. The Corps’ water-management record carries the pool, not ramp elevations; the Nashville District’s own pages would not load on 2 November 2026; Recreation.gov’s campground pages mention a boat ramp and give no elevation; the two state park pages returned no ramp text we could read. What is published is KDFWR’s note on six of its sixty-two access records, quoted in the table in the agency’s words, and one dated Corps closure. Where there is nothing, the row says so. The reading under the table, when there is one, is the Corps’ pool figure, feet NGVD29 on its record; what a dock tells you by phone is current in a way this table is not.

Latest reading against these figures: not loaded. The comparison fills in from this site’s levels feed when the page’s script runs; with scripts off, read the pool yourself at the Corps’ water-management record for Wolf Creek Dam (pool elevation, NGVD29) and set it against the figures and notes above.

Email alerts for Lake Cumberland · the time shown is the reading’s own; nothing older than three days is shown; a reading is compared only with a figure an agency has published, and nothing here says whether a ramp can be used.

Basis: 62 launches listed; 0 with a published minimum elevation; 7 with a published agency note on launching or water level. Every figure and note is the agency’s own wording, and each row names its source and the day it was read. A ramp with no published figure or note says so; nothing is estimated. The reading, when one appears, comes from this site’s levels feed (/api/levels) with its own time.

Six roads in

KDFWR’s waterbody record lists the lake’s access sites with a direction string for each, and nearly every string starts from one of five towns: Somerset, Nancy, Russell Springs, Jamestown or Monticello. The corridors below are built from those strings and from the Recreation.gov campground directions, not from a map divided into quarters. A corridor is one day’s worth of road — the highway in, then every ramp, marina and campground that highway serves without recrossing the lake. Where KDFWR files a ramp under a county its own directions do not pass through (six on the Nancy peninsula are filed under Wayne County and reached through Pulaski), we print the corridor and leave KDFWR’s county field alone. Kendall Campground and Kendall Ramp, below the dam, are on the tailwater record and belong to the tailwater page.

Corridor 1 — US 27 south of Somerset: Burnside and the Waitsboro reach

The upper, riverine end of the lake. US 27 runs south from Somerset to Burnside, and the five launches come off it in order: Waitsboro and Lakeview on the right, Old Waitsboro Crossing by way of KY 90, then Burnside Marina and General Burnside Island State Park — “the only island park in the Kentucky state park system”, 400 acres, 8 miles south of Somerset. All five ramps are paved. KDFWR’s 2026 forecast points crappie and white bass anglers to the “headwater areas” toward the Laurel and Rockcastle mouths, which are upstream of here and have no KDFWR lake ramps on the record.

Corridor 2 — KY 80 west of Somerset: the Fishing Creek arm and the Nancy peninsula

KY 80 west out of Somerset crosses the Fishing Creek bridge, and three launches turn off within two miles of it: KY 1248 to the Fishing Creek Corps campground, Pulaski County Park with its two ramps, and Lee’s Ford Dock. Godby is reached by KY 1642 south-west of town. Keep going to Nancy and the peninsula opens up south of it: KY 235 to Spring Water and to White Oak at Mill Springs Battlefield Road, and KY 761 nine miles down to Cumberland Point. Fishing Creek is one of the three tributaries KDFWR’s 2026 forecast names for fall crappie. Godby is the only no-fee, any-trailerable, paved ramp on the Fishing Creek arm.

Corridor 3 — KY 196 to Jabez, and KY 76 from Russell Springs: the Wolf Creek and Caney Fork arms

Two roads reach the same shoreline. From Somerset the route is KY 80 west through Nancy, then KY 196 south to Jabez and KY 3277 beyond it; from the Cumberland Parkway and Russell Springs — the Louisville approach — it is KY 80 east to KY 76, then KY 1611 or KY 1383. This is the densest run of no-fee ramps on the lake, fourteen of fifteen, but two of them are summer-pool launches by KDFWR’s own note and two more are unpaved. Alligator I is the dependable one: no fee, multi-lane, paved, 51+ parking, year-round restrooms. Wolf Creek is the second of the forecast’s three fall crappie tributaries. There is no Corps or state campground on this corridor on any record we read; Cumberland Point on Corridor 2 is the nearest by road.

Corridor 4 — US 127 south of Jamestown: State Dock, Wolf Creek Dam and the Rowena reach, with the Albany extension

The lower lake, and the deep water. US 127 south from Jamestown reaches the dam in about ten miles; State Park Road turns off for the resort park, KY 92 south-east for Jamestown Marina and Lily Creek, KY 619 east for the Caney Fork carry-downs, and KY 90 then KY 558 for Rowena. Halcomb’s Landing is the launch closest to the dam. Carry on over the dam and US 127 drops into Clinton County, where the Albany ramps are: Ryans Camp, Grider Hill Marina and Fryman’s Landing. KDFWR’s 2026 forecast associates this end with spotted bass (“higher densities found in lower lake areas”) and names the lake’s one smallmouth spot: “Lily Creek remains a productive area for Smallmouth.” The State Resort Park ramp is the only no-fee, multi-lane, paved ramp with a courtesy dock and 24-hour restrooms on the corridor.

Kendall is the tailwater. Kendall Campground — “80 Kendall Road, south of Jamestown, Kentucky, just below Wolf Creek Dam”, 116 reservable water-and-electric sites on Recreation.gov — is the lodging for this corridor, but its ramp is KDFWR’s Kendall Ramp on the tailwater record. It launches onto the Cumberland River below the dam, where the trout rules apply. It is on the tailwater page, not this one. The WMA record also names “Caney Fork Creek 8 miles northeast of Jamestown on KY 619” as a WMA access point.

Corridor 5 — Monticello west: KY 92 and KY 90 west, the Beaver and Otter creek arms

Thirteen launches, twelve of them no fee, seven of them unpaved or pool-dependent on their KDFWR record. This is the lake’s largest cluster of small creek-arm ramps, and it is kayak country — at summer pool. KY 92 west out of Monticello serves Beaver Creek Resort (“follow signs”), Stringer-Rankin at Parnell, Twyford Point, and, by KY 789, Harmon Creek and Ramsey Point. KY 90 west serves the KY 1546 group — Phipps, Shelton Branch, Beaver Creek Church, Old Sawmill — Sawmill at Lynch Ford Road, Carter Point by KY 1009, and the two Otter Creek ramps at the old Hwy 90 bridge and Fire Trail. Beaver Creek is the third of the forecast’s named fall crappie tributaries.

KY 90 east out of Monticello to KY 1275 at “light #1”, then KY 2393 for Fall Creek and the two Tate ramps, KY 1765 for Conley Bottom, KY 3282 for Mystic View. Fall Creek is the smallest Corps campground on the lake, ten sites and all of them waterfront, “approximately four miles from Conley Bottom Resort”. Conley Bottom is private, with camping year-round on its KDFWR record. Cumberland Point on the far shore is a mile and a half away by water; by KDFWR’s own directions it is reached through Burnside, Somerset and Nancy, which is the whole point of filing ramps by corridor.

What the regulations tell you about the lake

SpeciesKDFWR special regulation, verbatim
Striped bass“Must be 22 inches or over - Limit 2 per angler”
Walleye“Must be 14 inches or over, Limit 6 per angler”
Smallmouth bass“Must be 18 inches or over, Statewide creel limits apply”
Largemouth bass“Must be 15 inches or over, Statewide creel limits apply”
Black crappie“Must be 10 inches or over, Statewide creel limits apply”
White crappie“Must be 10 inches or over, Statewide creel limits apply”
Spotted bass“Statewide Regulations Apply”
White bass“Statewide Regulations Apply”
Lake sturgeon“Protected Species: must be immediately released”

The 2026 Fishing Forecast restates the striper rule — “22-inch size limit, 2 fish daily limit remains in effect” — and the waterbody record carries no additional-restrictions line. Read the table as a description of the lake. A 22-inch minimum and a creel of two on striped bass is what a state writes on the water it manages as its striper fishery. A 14-inch walleye rule with a creel of six says the population is stable enough to harvest from; KDFWR’s forecast says exactly that. A 15-inch largemouth minimum, a 10-inch crappie minimum and an 18-inch smallmouth minimum are all above statewide, and together they say the state is managing this lake for size rather than numbers. Lake sturgeon are a protected species here: if you hook one, it goes back immediately.

Walleye in the Rockcastle arm. 301 KAR 1:201, as amended effective 3 September 2026, puts the “Rockcastle River and tributaries” under an 18-to-26-inch protective slot with a daily limit of two walleye (Section 4). The same regulation says Lake Cumberland “shall extend up … The Rockcastle River to The Narrows” (Section 3(44)(b)), and on the lake the walleye rule is the statewide 14 inches and six. Above The Narrows the slot applies. Below The Narrows, neither section says which rule governs the impounded Rockcastle; where Section 4 means a lake it names one (“including Barren River Lake”, “including Fishtrap Lake”), and it does not name Lake Cumberland. Status pending until KDFWR says. Reasoning, not a ruling: two walleye of 14 to 18 inches, or over 26, are legal under either reading.
Below the dam. The Lake Cumberland Tailwater is its own KDFWR record — “Cumberland River below Lake Cumberland from Wolf Creek Dam to the Tennessee State Line” — with its own trout rules, fifteen access sites including Kendall Ramp, and a fishing licence plus trout permit. None of it applies on the lake, and none of it is restated here. Our Cumberland River tailwater guide covers it, and the tailwater record is the authority.
Verify before you keep anything. These are the special regulations KDFWR publishes for Lake Cumberland as of 10 September 2026. Statewide rules fill in everything not listed — including the black bass and crappie creels — and both change. The current Kentucky Fishing and Boating Guide is the authority, not this page.

The shoreline is a wildlife management area

Lake Cumberland WMA is 38,788 acres in Clinton, McCreary, Pulaski, Russell and Wayne counties, owned and managed by the Corps of Engineers, and KDFWR’s record describes it in one line: “WMA consists of shoreline surrounding Lake Cumberland.” The habitat is “gently sloping creek bottoms to steep ridges, hardwood forests, old farmlands, wildlife plantings.” Fall hunting on it follows statewide regulations by county with exceptions — rabbit and quail 1 November to 31 December except the opening weekend of modern-gun deer, grouse 1 October to 31 December. The practical reading: a fall bank angler at any undeveloped ramp on this lake is standing inside a hunted WMA. That is context for the parking lot in November, not a closure.

What we could not read is the Corps’ own shoreline rulebook. No Corps order on camping setbacks, fishing from docks, or idle zones was readable on the pages we fetched, and we do not paraphrase Corps rules from memory. The Nashville District page mentions a firewood policy for Cumberland River Basin campgrounds; the text was not captured. Both are status pending.

The dam that was rebuilt under the lake

Between 2007 and 2013 the Corps rebuilt Wolf Creek Dam’s foundation while the lake stayed in it. The Corps’ own releases give the outline: the pool was held at 680 feet “during construction”; Halcomb’s Landing was rebuilt by October 2007; grouting was completed in October 2008 and gallery grouting in July 2012; a barrier wall of “approximately 1,197 piles, each roughly 4 feet in diameter, extending as deep as 275 feet through the embankment and into bedrock” took its last pile on 6 March 2013; and in April 2013 the Corps announced the pool “is being raised from elevation 680 feet above sea level ... to the first incremental operating zone between elevations 700 and 705.” The Corps’ November 2013 brief set a goal of returning to historical operations by spring 2014. The date the lake was first lowered, the 2005 dam-safety classification and the date normal 723-foot operations resumed appear only in secondary sources on the pages we read, so they are not printed. When rumours went round in February 2019, the District said it plainly: “The dam is not failing. There have been no signs of distress with the project.”

What KDFWR’s 2026 forecast says

The Fishing Forecast is a dated document, so these are quoted as the agency’s 2026 statements, not as this week’s report.

  • Striped bass: “Good mix of sizes available in the population. The 2023 and 2024 year classes remain strong, which will help bolster the fishery for the next few years. Growth rates remain strong and fish are looking healthy heading into 2026.”
  • Walleye: “Population has remained stable the last few years with good numbers of fish in the 17- to 20-inch size range, but larger fish are available. In the spring, surface baits fished at night is a good bet. During the summer months, switch to trolling nightcrawler rigs 25- to 30-feet deep fished on main lake points and flats.”
  • Smallmouth bass: “Consistent fishery with a good variety of sizes in the population. Good numbers of small fish should help bolster the population going forward. Float-n-fly techniques and jigs offer good wintertime fishing. Main lake points tend to hold fish throughout the year. Lily Creek remains a productive area for Smallmouth.”
  • Largemouth bass: “Population remains stable with fish over 15 inches common, and fish over 20 inches available. ... Large fish found throughout the lake, but upper lake tributaries generally have higher numbers. Areas with shallow water cover in the tributaries are good bets in the spring and fall.”
  • Spotted bass: “During 2025 sampling, fish up to 16 inches were observed, so it’s one of the best options for targeting quality Spotted Bass in southeast Kentucky. Although Spotted Bass can be found throughout the lake, higher densities found in lower lake areas. Late summer schooled up fish provide good topwater action during early morning hours.”
  • Crappie: “Moderate density population with larger fish (12-14 inches) available. A strong 2025 year class for both Black and White crappie should help boost the population the next few years. Target headwater areas (mouth of Laurel and Rockcastle rivers) for early spring action and cuts and coves on the main lake during the summer time. In the fall, target cover in the major tributaries (Fishing, Beaver, and Wolf creeks) using minnows and jigs.”
  • Channel catfish: “Good density of 2- to 5-pound Channel Catfish with some larger fish available. ... Riverine section of the upper lake, as well as some of the major tributaries, have been producing good numbers of catfish.”
  • White bass: “Low density population concentrated in the upper half of the lake. Try fishing headwater areas in the early spring for your best chance at catching them.”
  • Bluegill: “Good numbers of fish present with larger fish (>8 inches) available. Target coves and cuts using crickets, nightcrawlers, or redworms.”

Read the forecast against the corridors and it sorts itself: the striper and walleye water is the main lake and its points, which every corridor touches; fall crappie are in Fishing, Beaver and Wolf creeks — Corridors 2, 5 and 3; spotted bass and the Lily Creek smallmouth are the lower lake, Corridor 4; white bass and early crappie are the headwaters above Corridor 1. No KDFWR page we read gives a striper or walleye stocking figure for the lake, so we do not print one.

Where the state has put cover

KDFWR publishes a Google My Maps layer, an ArcGIS map and a GPX file of marked fish-attractor sites for Lake Cumberland, from the agency’s attractor index — Lake_Cumberland.gpx — and the 2026 forecast says a “large-scale fish habitat project started in 2024 and is ongoing.” We have not opened and counted the file, and KDFWR does not state a count, so there is no number here. Take the file from them.

  • Remediation dates. The first lowering of the lake, the 2005 classification and the return to 723-foot operations come only from secondary sources on the pages read. Status pending.
  • Maximum depth. No primary figure found. Status pending.
  • Ramp, campground and area closures. Live. Fishing Creek Campground was “under waterline repair” on the Corps’ 2025 page. We print the rules, not the status.
  • Ramp minimum elevations. None published for any ramp on this lake by any agency page we could read on 2 November 2026: the 62 KDFWR access records (six carry a high-water or low-water note, quoted in the ramps table), the Corps’ water-management record (pool only), Recreation.gov’s campground pages and the state park pages. The Nashville District’s own pages would not load that day. Whether the District publishes a ramp-elevation list elsewhere is status pending; the Lakeview closure of 26 July 2023 gave no figure.
  • Campground seasons and fees; marina hours, fees and services; State Resort Park address and the lodge’s reopening date; General Burnside Island camping season. Live, or unreadable on the state parks site; the undated improvements page gives the lodge closure only as “through spring of 2027”. Status pending.
  • Corps shoreline rules and the firewood policy. No order text readable. Status pending.
  • Algal bloom status. Kentucky publishes advisories only through the Division of Water’s interactive HAB viewer. Check it directly in summer.
  • Attractor count; striper and walleye stocking numbers. Not published on any page we read.
  • Private campgrounds on Corridor 3. None on any record we read.

Filed or published by the organisers; each row is the organiser’s own wording, read on the date shown, and a closed or youth event still tells you when the ramp will be busy. Confirm the date, the ramp and the entry with the organiser before you go. The full calendar is at Tournaments.

Get told when the water changes

Not a newsletter. Pick the waters you fish and we email you when something actually changes — a pool level moves, a ramp closes, a dam schedule shifts, flow drops into the window.

No weekly send. No digest. Nothing on a schedule. If the water is doing what it always does, you hear nothing.

Everything on this site stays free and open. Nothing is behind a signup.
